Newer models like the 7970 set the locale local to the phone within the User Options web interface, not within SRST. ( User Options > User Settings > User Locale )

During call manager fallback (SRST), the language displayed (which includes characters sets and spelling conventions) on Cisco 7940 and 7960 IP Phones can be configured by setting a user-locale. The user-locale country codes follow the ISO-3166 specification.
It's also worth mentioning here that the SRST user-locale setting will affect all users that use that gateway for fallback when the call manager is not reachable. If there is a need to have additional locales represented during SRST, redundant gateways could serve that purpose.
Within a CUCME environment, the user-locale can be set globally within the telephony-service level, or per ephone-template to get more granular management of this feature.
